We reviewed outlines for the three videotape segments (see attached). Barbara will contact production companies for estimates. We will meet in two weeks to complete production by March.
Thursday, 13 January 2000 Identification and Outreach

1. The group viewed the national Covering Kids videotape and commented positively on the message and style.
2. Barbara reported on The National Summit on School-Based Outreach for CHIP in Washington, D.C. Four cabinet members spoke (Donna Shalala, Janet Reno, Dick Riley, and Dan Glickman) and sessions offered best practices as well as outreach that did not work. Notes from Barbara and Judy Akamine (Big Island Public Health Nurse Supervisor) were distributed.
3. If callers request an application by mail, AUW ASK-2000 will send it with information. We reviewed the cover letter and list of documents to accompany the application. Junedale, Joseph, and the Big Island outreach workers will pilot test the letter and Barbara will review the documents list with Ann G Tam Sing and Gloria Samson.
4. Med-QUEST is considering their hotline options for peak months during CHIP's implementation.
5. We discussed the HMSA Children's Plan and their insert pertaining to CHIP crowd out. Dick noted the Med-QUEST letter did not say their programs are free (Diane amended the letter and this wording will be added prior to mailing).
6. Barbara updated the task force on a group working to enroll 100% of all newborns statewide. The number of uninsured newborns is small (under 500 per year) therefore it is a "doable goal." Their next meeting is February 4 to formulate an action plan.
7. Diane and Barbara met last week to coordinate Hawaii Covering Kids (HCK) and Med-QUEST (MQD) outreach plans for January to September 2000. They are:
Work on Together: schools (presentations and school lunch form applications), enrolling 100% of newborns, bus posters (MQD and HCK will do one each), providers (presentations and newsletters), foodbanks and food pantries, faith communities, health plans, HCK Web site, local media including ethnic radio, television, newspapers, and statewide community information meetings.
Med-QUEST: public sector newsletters (DOE, DOH, etc.), marketing with McDonald's, MQD Web site, CHIP press releases, FPL attachment, new children's brochure, and hotline.
Hawaii Covering Kids: AUW ASK-2000, health centers, WIC, Head Start, Good Beginnings Alliance, Native Hawaiian Health Systems, and emergency rooms.
The task force discussed future outreach ideas (2001) such as employer groups, businesses, grocery/convenience stores, K-Mart, utility bill stuffers, pay stubs, and hairstylists/barbers.
8. Barbara and Dee will meet with Gene Kaneshiro to get our Request For Information form included with the 2000-2001 school lunch application.
9. Dick explained the legislators notebook that children advocacy groups are compiling. The slogan is "Every Child Deserves." and each group has picked a topic. Hawai'i Covering Kids will promote health insurance. The goal is to help legislators focus on children when making decisions.
Friday, 14 January 2000 Process Simplification

1. The group viewed the national Covering Kids videotape and discussed showing it on local television. Barbara will research the idea with the Media and Public Information Task Force.
2. A Covering Kids regional meeting 23-24 February in Albuquerque will be attended by Barbara, Diane Tachera, and Pearl Tsuji. Topics will be each state's application, redeterminations, and closures as well as agency linkages and immigration issues. Therefore, we will thoroughly review Hawai'i's application at the next meeting.
2. White House proposal updates from a conference call today are: expand sites offering presumptive eligibility, expand CHIP coverage to 19 and 20 year-olds, allow sharing of income data between school lunch and Medicaid, and allow legal immigrant pregnant women and children to participate in CHIP.
3. Barbara and Marcia are still researching data for our indicators. Chuck suggested we also examine available QUEST indicators that will give us subset information. Dee will check on school data regarding long-term absences.
4. A local Federal-State-Community partnership conference/workshop is planned in early March for Hawaii Covering Kids outreach workers and state eligibility workers. A conference call with the DHHS Regional Director is January 18 to discuss further details. The task force thinks it will be very helpful for state and private workers to address important issues together and share ideas.
5. We reviewed our list of barriers to children being covered by health insurance and brainstormed strategies to overcome them. The lists will be fine-tuned and presented at the February State Coalition meeting.
Thursday, 27 January 2000 Training and Public Education

1. Diane explained that she and Barbara will organize CHIP public education meetings on the Neighbor Islands in June. More information will be available closer to the date.
2. Barbara met with Leah Kihara from 'Olelo and she agreed to produce and direct our videotape beginning May 1. The schedule will be:
May 1-5 pre-production May 9-13 shoot Part A May 15-18 edit Part A May 19-21 shoot Parts B and C May 23-25 edit Parts B and C
3. Joseph introduced and showed an award-wining videotape Leah recently produced about sexual abuse called "When The Sun Stops Rising." Although the topic is very different, we liked the graphics, short phrases/simple words, indoor and outdoor variation (including water in the background), and good sound.
4. Chuck mentioned that outreach materials could be incorporated from our videotape. Diane emphasized staying away from stigmatized images of persons enrolled in Medicaid and we should include a family and office environments.
5. Gloria, Barbara, and Junedale revised Parts B and C prior to the meeting and will continue to work on those scripts. We revised Part A at the meeting and Alan and Diane and will check on who from Med-QUEST can write the script.
