Data Project and DOE Data
Health insurance data were collected annually by the Hawaii State Department of Health (DOH) Public Health Nursing Branch in public schools throughout the state. Through their partnership with the Hawaii State Department of Education (DOE) and Hawaii Covering Kids, the data were compiled. Details and links to download our four reports are below.
Hawaii Medical Service Association (HMSA) Foundation funded our five-year data project. HMSA Foundation is a philanthropic organization whose mission is to extend HMSA's commitment to providing access to cost effective health care services; health promotion, education, and research; and the promotion of social welfare.
We measured the rate of uninsured children and youth in Hawaii. Currently, the number of QUEST-eligible uninsured children in Hawaii is a guesstimate. DOH estimates approximately 5,000 children, the Hawaii Primary Care Association (HPCA) estimates 14,000, and other entities have suggested up to 30,000.
Our outcome measure is the uninsured rate among children and youth in Hawaii. We are measuring a general rate as well as rates specific to age, gender, school, and geographic area. Our objective is to establish the baseline of uninsured rate among children and youth to measure progress towards reducing the uninsured rate among children.
First, we used the emergency cards in public, independent, and Catholic schools to annually collect data. These cards provide health insurance information for each student. DOH, Hawaii Association of Independent Schools, Hawaii Council of Private Schools, and Hawaii Catholic Schools assisted us through their principals, nurses, and school health aides. Secondly, we established direct contact with child care centers, charter schools, preschools, and Head Start to develop a census for children from zero to five- years old.
