The information below supplements handouts in members packets.
1. Welcome and Introductions Beth Giesting, Executive Director of the Hawai'i State Primary Care Association, opened the meeting at 8:45 AM and welcomed the thirty-eight attendees. She also introduced our special guest Sarah Shuptrine, Director of Covering Kids.
2. Announcements Barbara Luksch announced that Maia Rogers had a baby boy and Claire Woods is recovering from recent surgery. We signed cards to wish them well.
3. Task Force Updates a. Process Simplification Peter Kay explained our CyberCom endeavor. He will demonstrate the web portal at our February state coalition meeting.
Dorothy Colby announced a toll-free number is available for the Neighbor Islands (1-877-275-6569) and all workers were trained on November 11 to answer client questions regarding children's health insurance.
Lynn Fallin briefed members on Boost4Kids and distributed "Sunny Side Up Hawaii" breakfast program brochures. Hawai'i Covering Kids will be the second performance partnership. We are researching outcomes and indicators to measure the progress of the Process Simplification Task Force.
Barbara discussed the complexities of our current Med-QUEST application versus the layout design used by Delaware. Sarah suggested perusing the South Carolina, Virginia, and Georgia applications and using self-declaration of income with sampling for quality control. The questions should be "what do we really need for health coverage?" and "does the state require beyond what is required by federal laws?" She also referred to papers in members packets entitled "The Burden of Proof: How Much Is Too Much for Child Health Coverage?" and "Simplification: The Make or Break Issue for Achieving Full Enrollment of Eligible Uninsured Children."
Hawaii does in-person and telephone interviews for clients. Eventually we would like to eliminate the interview barrier but still provide health services counseling to ensure clients utilize preventive care.
b. Evaluation Bill Wood mentioned expanding the Evaluation 1 component to include all preschools, newborns, and day care centers data to fully capture the 0-3 year olds.
Lee Ann See said Evaluation 2 outcomes data for tables one and two are being collected for all pilot project health centers for September and October. Case closure data for tables three and four is not currently available.
The "Where Did You Hear About QUEST?" survey will begin December 1.
c. Identification and Outreach In addition to the list provided, we are working with the Native Hawaiian Health Systems and will include home schooling groups. During year two of the grant, we will expand to K-Mart and shopping areas. Barbara and Dee Helber will meet with Pat Hamamoto, Deputy Superintendent, the week of November 22 to discuss the school-based outreach implementation ideas.
d. Media and Public Information Jean Kajikawa suggested adding 'Opio to our slogan to better target adolescents.
Jory Watland asked about "low cost" on the flyer and it was explained that HMSA will soon have a health insurance plan (with a premium) for children who do not qualify for Medicaid and we could refer families.
e. Training and Public Education Junedale explained our partnership with Med-QUEST to produce the videotape. Public education efforts will eventually expand to job training workshops and businesses.
4. Pilot Project Updates Terri Kubera elaborated on Big Island activities. The first pilot coalition meeting was September 1 and it will meet quarterly. Dan Domizio voiced concern for outreach workers' safety in some geographic areas and we agreed they should not risk their personal lives.
Lee Ann discussed Med-QUEST's cooperative effort with training and the pilot project's applications. The outreach workers are currently concentrating on schools and WIC centers.
6. Next Meeting The next meeting is Friday, February 11 at 10:00 AM at Harris Methodist Church (20 South Vineyard). Please car pool if possible--early birds get the parking spots.
