Thursday, 8 June 2000 Identification and Outreach

1. We reviewed and edited State CHIP information that accompanies the flyer.
2. We reviewed the letter that accompanies the Med-QUEST application if a client requests AUW ASK-2000 to mail one. Med-QUEST requested that we remove the telephone numbers. However, since the client already called AUW ASK-2000 and that number is listed again in bold type, she/he may have other questions that require someone from Med-QUEST to answer. The question was raised "at what point will clients be allowed easy access to Med-QUEST telephone numbers if they are removed from the letter?" Clients could peruse a telephone book but this complicates the process.
3. Lucy reviewed Kalihi-Palama Pilot Project's follow-up to HOPE for Kids outreach as of June 1: Number of Families Number Called: 115 Number Visited: 10 Number Not Interested: 26

Additional data will be available from Kalihi-Palama and Waianae Coast Comprehensive Health Center in July.
4. We started a list of common questions for the web site: * Why is it important for kids to have health insurance? * What are the programs? * Is Hawaii Covering Kids a separate health insurance program? * Is CHIP a separate health insurance program? * Who is eligible? * How does someone apply? * Where can families go for help? * How long does it take to have the application approved? * Who determines eligibility? * When can I access care * What health plans are available? * Who can I call for more information? * What services are provided? * Are there pre-existing condition rules?
Barbara will formulate answers to review at the next task force meeting.
5. We discussed barriers to current eligible families applying: document hassles, language, and interpreters. Regarding interpreters, the Kalihi-Palama Pilot Project will contact East-West Center for help and the Big Island Pilot Project is researching a UH Hilo program that can assist. It would also be helpful for families to access to recorded information through Med-QUEST or AUW ASK-2000 in different languages (similar to California).
6. Diane explained what Med-QUEST is doing for its upcoming media campaign.

Thursday, 15 June 2000 Process Simplification

1. We reviewed our year two plan and modified task force responsibilities. Regarding systems links, Hawaii does not have an agreement with SSA due to money and independence. SSA in California, for example, determines eligibility for SSI and Medicaid (if you are eligible for the former you also qualify for the latter) which simplifies the process for aged, blind, and disabled persons.
2. Alan updated the group on Med-QUEST's simplification changes and we reviewed the process simplification matrix. Barbara will make corrections and have Alan and Ann G another review for the outstationed eligibility workers column. A final copy will be distributed at the August state coalition meeting.
3. The "PacificNews.Net" article on our electronic application was distributed.
4. We discussed a revised letter and checklist from Diane Tachera to accompany applications mailed by Med-QUEST. The response is that we are working towards streamlining, therefore the following should happen:
a. Keep the letter and checklist we worked on at our task force meetings in January and February. It was done in collaboration with Med-QUEST and over eleven other organizations and pilot tested on Oahu and Hawai'i.
b. Remove the telephone numbers and add the extra FPLs up to 15 family members in order to add the DHS logo.
Barbara will tell Diane the group's response.
