This information supplements handouts in members packets.
1. Welcome and Introductions Beth Giesting, Executive Director of the Hawaii State Primary Care Association, opened the meeting at 10:00 AM and welcomed the nineteen attendees.
2. RWJF Annual Report and Bibliography This was written by pilot project outreach workers and the project director. A sample was shown and copies are available by contacting Barbara.
3. Identification and Outreach This is crucial because currently most parents and guardians do not know about the expansion and immigrant programs. Barbara urged everyone to tell friends, neighbors, and colleagues to get the coconut wireless buzzing with kids health insurance information.
A sample of the 2000-2001 school lunch application packet was shown and it includes a Hawaii Covering Kids request for information form. There were 657 responses to date. Bill Wood suggested next year a referral form be attached to all public schools and private schools emergency cards.
4. HMSAF Evaluation Project Report for year one will be finished August 31 and thanks to additional funding from HMSAF we will continue establishing data collection systems through December 2002. We will also map the data for presentations and handouts. Bill Wood discussed the need to explore accurate data collection methods because government telephone surveys consistently underestimate the number of uninsured children and youth.
Lynn Fallin explained Boost4Kids school-community profiling using data to plan programs and priorities. DOE geographic boundaries were set August 1, 2000 using complex level boundary lines. This will not account for district exemption students, however.
5. Hawai'i's Medicaid Programs Video Leah Kihara introduced a preview of the new videotape The difficulty was taking complicated information and making it easy to understand as well as slightly entertaining. This project is a true partnership in action: Joseph Serrao (Ke Ola Mamo) promoted Leah as producer; Gloria Samson, Cassandra Stewart, and Alan Takahashi (Med-QUEST) wrote the scripts; Diane Tachera (Med-QUEST) provided document pictures; Junedale Nishiyama (Kalihi-Palama Health Center), Marlene Lee (DOH), Ronnie Taamu and Momi Songognini-Hew Len (Waianae Coast Comprehensive Health Center) edited the scripts; and Bob Hashimoto, Helene Cannella, and Toddy Hagans (Hawaii Covering Kids Pilot Projects) field tested the scripts. Funding is provided by DHHS HRSA Bureau of Primary Health Care.
The video is best viewed as an introduction with a knowledgeable presenter who can answer questions and clarify information. It was suggested:
*the script accompany the video so viewers can follow along *the questions and answers be translated into other languages *the video be dubbed in other languages.
The script will be sent with all copies of the video. The last two can be accomplished with additional funding.
Note: the second part of the video will be instructions on completing the Med-QUEST application. Expected completion date is September 1.
6. The Web Site Pilot projects will discuss expanded our Web site to include more pilot project information. We volunteered to add Med-QUEST enrollment data if we could get monthly information; this will help persons needing the data as well as divert calls from Med-QUEST to an easily accessible Web site.
7. Data Collection The meeting ended with a discussion about data requirements for pilot projects. Current report and data requirements are quarterly status reports (required by the Covering Kids National Program Office), annual report (required by RWJF) and monthly applications data and outreach data (required to evaluate the project). Concerns were raised about balancing time needed for documentation with time for carrying out program activities. Several members of the coalition reinforced the critical need for collecting data in order to attract financial and volunteer resources as well as fulfill the contractual obligations of the RWJF grant.
8. Next Meeting Our next meeting is Friday, 17 November 2000 at 10:00 AM in a Honolulu location to be announced.
