10/99 Minutes
Tuesday, 19 October 1999 Media and Public Information
Present: Junedale Nishiyama, Lee Ann See, and Barbara Luksch

Several members were not able to attend so we postponed discussing our agenda. We met with Chrissy Pratt from XY Design to review her initial logo designs. Further concepts will be presented at the November meeting.
Wednesday, 20 October 1999 Training and Public Education
Present: Alan Takahashi, Barbara Luksch, Junedale Nishiyama, and Lee Ann See
Next meeting: Tuesday, 9 November 1999 at 1:00 PM in the HSPCA Conference Room.
We agreed the main objective of the training videotape will be to provide an informative, consistent message statewide. There will be two parts:
1. General Information This section can be shown to clients at Med-QUEST and other offices and will include:
a. basic information on Medicaid b. different Medicaid programs c. managed care versus fee for service d. eligibility including income and assets e. Rights and Responsibilities
2. Application Assistants The main objective is to train persons who can assist clients in completing applications with more in-depth general information
a. public charge information b. enrollment and plans c. confidentiality d. interviewing skills e. 1100 form f. beyond 1100A including necessary forms g. customer service skills
More details will be discussed with other Med-QUEST staff at the November meeting.
Thursday, 21 October 1999 Identification and Outreach

1. We discussed our flyer (Draft #2) that should prompt people to call Aloha United Way ASK-2000 for more information. Barbara will make revisions as suggested by the task force. Draft #3 will be shared with the Media and Public Information Task Force and test marketed at the pilot sites. The next step will be distribution in the pilot sites and eventually statewide. It will also be translated into appropriate languages.
2. We reviewed the release of information and school lunch application forms. These will allow us to comply with DOE confidentiality rules while finding families who need help. Dee and Barbara will assemble a packet for Superintendent LeMahieu's approval.
3. Draft #1 of the "How Did You Hear About Us?" form for pilot sites outreach workers was revised and Draft #2 will be reviewed by the Evaluation Task Force prior to implementation.
4. Havinne briefed us on Aloha United Way ASK-2000 procedures to help callers inquiring about children's health insurance. Draft #2 of the procedures will be sent to all task force members for final review. Also, AUW ASK-2000 workers will identify potential clients by asking additional questions when callers request information on health-related services, children's programs, and financial aid.
5. Next meeting: * discuss training videotape content * review cover letter for ASK-2000 callers (to accompany a requested Med-QUEST application) * discuss TANF/Medicaid money available for outreach * Washington, D.C. CHIP School-Based Outreach conference report * hooking up with DOH's letters to new mothers * plan our long-term timeline
Thursday, 28 October 1999 Evaluation

1. We discussed Evaluation 2 which is monthly data collected by Hawai'i Covering Kids outreach workers (ORWs) to determine the number of children's applications approved and denied as well as reasons for denial. Data is first being collected at the ORWs health centers which may include inputting previous records and establishing methods to keep information up-to-date. Not only can we evaluate our program, but also assess the need for more outreach workers in various locations. An unexpected outcome has been finding children who are listed at a health center as uninsured but in cross-referencing health insurance plans they do have insurance and the plans can be billed. Specific data will be presented at the next meeting.
2. We reviewed Draft #2 of the "How Did You Hear About Us?" form for pilot sites outreach workers. Barbara will produce a final version for implementation effective 1 November 1999.
3. Dorothy Colby explained the role of Aloha United Way ASK-2000. They will maintain a database listing of clients utilizing the hotline service for health insurance information. Procedures for follow-up calls to evaluate effectiveness will focus on determining where clients are at in the application process and if the children received health insurance.
